Banshee's Veil is gonna be gone???

Hey there summoners, I found this picture on a video I watched. As you can see the "Recipe" for B-veil is used on this so called Odyn's Veil, Do you think this new item is the replacement for the B-veil?
Item Info (as i read it correct me if im wrong)
